Cluster Assessment in Europe

It is critical that clusters understand how they are growing and the impact of strategies, policies and activities on cluster success.  Organisations that drive cluster development across Europe must provide evidence of cluster growth and impact of often expensive cluster support activities.  To understand your own cluster dynamics is the first step to effective cluster support and this group was established to achieve this.
Cluster assessment projects are often expensive and time consuming and this group was launched to develop a practical scheme that can be used to monitor cluster changes.  Its first objective is to be of use to each cluster manager within their own biocommunity and as a secondary benefit, to allow a degree of cluster comparison across Europe.  This is not intended as a competitive tool but one that allows each cluster manager to understand the impact of different support activities on clusters other than their own.
The group was launched in Amsterdam in November 2010, hosted by the Decision Group with a highly informative meeting between representatives of 17 biocommunities in Europe plus groups carrying out cluster assessment projects.  Full outputs from the meeting are available in the CEBR Drop Box below.  If you are a CEBR member and have not yet accessed the Drop Box, please contact info@cebr.net for your invitation.
2011 will see the creation of a smaller working group to develop criteria and design a platform - the group will also seek additional funds to launch a more sophisticated tool online for central collection of data.
